They can be raised in amongst your existing garden beds or create an area that is specifically for cutting flowers, perhaps in your veg patch or allotment where the bees & beneficial insects can help pollinate your veg as well.

By creating your own Cutting Patch/Garden your treating the flower more like a crop to harvest and so will feel less guilty when picking them.
